As Senior Director of Bus Schedules for a major property, Mr. Gilkin participated as a support role in labor negotiations. His staff analyzed contract demands, their operational impacts and estimated cost impacts to the negotiating team. In particular he participated in negotiating a precedent-setting agreement during an expansion of peak period express bus service, where he successfully formulated the analytical basis for a contract work rule change to allow unlimited increases in split runs on a base of the number of split runs in effect, before the increase in express service. It was made clear to the union that the alternative would have been a large increase in staff with a large decrease in average hours per bus operator as the peak hour would have to be covered by full-time operators. Avoiding this enabled a large increase in express bus service to be implemented at the least possible annual operating cost.
