Philip Mark Plotch has both transportation and academic professional experience. As the director of transportation policy and then director of World Trade Center redevelopment at the Lower Manhattan Development Corporation, he helped lead the nation’s effort to rebuild Lower Manhattan after the attacks of September 11th. As manager of planning and policy at the headquarters of New York’s Metropolitan Transportation Authority, he planned multibillion-dollar projects, developed emergency response procedures, and created strategic business plans.
Dr. Plotch has served as associate professor and director of the Master of Public Administration program at Saint Peter’s University in Jersey City, and a visiting professor / U.S. Fulbright Scholar at Sogang University in Seoul. He has taught classes in transportation planning, politics, public administration, public policy, and urban studies. Dr. Plotch is the award-winning author of three transportation books: Last Subway: The Long Wait for the Next Train in New York City, Politics Across the Hudson: The Tappan Zee Megaproject, and Mobilizing the Metropolis.
