The existing Operations Planning (OP) Division at NYCT was created in 1985. Prior to that, the scheduling and service planning functions generally found in an OP unit were scattered across some 26 groups across the organization. Mr. Gaul was part of the management team that established the first inter modal Operations Planning unit at NYCT. He participated in the development of formal Service Planning and Scheduling Guidelines that were adopted by the MTA Board of Directors and guide the process to this day. He oversaw the development of a formal service planning and scheduling process to support a growing capital program and exponential rise in the number of track outage requests. He directed the planning efforts in support of the long term Manhattan Bridge Rehabilitation Project, the Archer Ave and 63rd St extensions and the introduction of skip-stop express service at NYCT.
